Are you 35 years old or younger, and interested in building networks and increasing your knowledge of transparent, efficient and resilient public administration? Do you currently work with public administration, in politics or within the civil society? Apply today for SAYP 2020!

The Swedish Institute is pleased to welcome applications to SAYP 2020 from public servants, policymakers and civil society workers in Armenia, Belarus, Estonia, Georgia, Latvia, Lithuania, Moldova, Sweden and Ukraine.

Programme outline
SAYP is a leadership and training programme developed to build awareness, capacity and resilience in the practice of governance in countries of the Baltic Sea region and the EU Eastern Partnership. The programme attempts to strengthen young professionals and their individual capabilities to participate in the process of developing a more sustainable governance structure.

Participation in SAYP starts with a thematic module (usually some 30 participants, and about two weeks in duration), which is free of charge and includes food, accommodation and flight tickets. The module is focused on network-building, experience-sharing and development of new knowledge and understanding on how transparency, openness and creativity may be used to improve the governing of our societies. The module is an interactive meeting place where hands-on experiences, questions and challenges from different countries are discussed in lectures, seminars, workshops and study visits.

Afterwards, SAYP participants are welcome to join in follow-ups and thematic workshops as fellows of the Swedish Institute Alumni Network – a vast professional and global contact network meant to keep building good practices and mutual learning processes for a sustainable future. SAYP alumni also enjoy the possibility to apply for micro grants to build their own activities, and use peer shadowing mobility for tailor-made expert visits abroad.
 
Thematic modules in SAYP 2020
 
Linköping University
Dates: 9-21 August
Place: Linköping (Sweden)

Digitalization pervades our time in different ways, both challenging and enabling our society. In effect, both private and public sector undergo transformative changes. Digitalization of government is called e-Government, and can provide new tools and practices to sustain legitimacy, democracy and effectiveness in public administration. In this module we experience, share and learn more on e-Government by meeting experienced practitioners, dedicated researchers, Swedish agencies and driven professionals from Sweden and abroad.
Malmö University
Dates: 15-26 June
Place: Malmö (Sweden)

The Malmö module is built around the idea of course participants’ sharing of knowledge and know-how, and to individual learning as a result of working and discussing key issues of sustainable public management with peers from other countries. The course is structured thematically, covering topics such as, for example, public management, governance, transparency, leadership, gender equality and public ethics. Through the course each student will participate in a cross-country group, in order to facilitate mutual learning processes and to present the project at the end of the course. Facilitating the group work is done by a series of lectures on social and public innovation.
University of Gothenburg & Georgian Institute of Public Affairs (GIPA)
Dates: 7-20 June
Place: Tbilisi (Georgia)

This module focuses on the political, societal, and administrative challenges regarding migration and integration in EaP and EU states, and on identifying good practices to meet these challenges. The module’s lectures, problem-based learning exercises, seminars and project work will result in a rich analytical and practical toolkit for those interested in migration and integration. The module will also include study visits highlighting how practical challenges associated with integrating refugees and internally displaced peoples can be met.
Lund University
Dates: 1-12 June
Place: Lund (Sweden)

Lund University, one of the top 100 universities in the world, offers you an interdisciplinary module with a focus on decentralisation of public administration and implementation of human rights on regional and local levels. Participants will attend interactive seminars with highly skilled and experienced lecturers from Lund University School of Economics and Management and the Raoul Wallenberg Institute. The module is interactive with a focus on networking, discussions and collaborations. Along with seminars, there will be study visits to give hands-on insights into the issues at hand.
Södertörn University
Dates: 12-24 October
Place: Stockholm (Sweden)

Transnational public administration and organizing (TPAO) is tailor-made to provide young public servants, politicians and civil society activists with knowledge and skills necessary to navigate challenges and opportunities of transnational cooperation. The module is organized by Södertörn University in Stockholm and offers a variety of learning activities exploring political, legislative and organizational aspects of TPAO, focusing specifically what makes it different from international, national and local public administration. Upon completing TPAO, the participants will be able to understand, communicate and critically evaluate processes triggered by the introduction of a transnational dimension in their own organizations.

It has been interesting to get to know how things work in other countries and to understand where Ukraine is in the field of e-governance. I can see that we are moving forward and have good practices."

3) Apply for participation to the module of your interest, directly to the respective module organizer, by 11 March at the latest
